Facilities Development and Operations consists of the development, ownership and operation of assets. It also includes the five fueling facilities constructed and operated for the Defense Energy Support Center, an agency of the U.S. government.

Facilities development is an extension of Willbros' engineering and construction services. Our many years of experience in multiple energy markets allows us to bring best practices, gleaned from working with our global client base, to project solutions. Our strategy is to use this advantage to develop projects in which Willbros can invest and can receive longer term revenue streams to help smooth the "lumpiness" of major project work. These longer term revenue streams should also make revenue and earnings outlooks more visible and less volatile.
